About study at France, info needed

As an European citizen, I can get into a French university how? Entrance exams like some other parts of Europe? Language prerequisites? I am lower-intermediate at DELF. Tuition fees for undergraduates? I believe in France higher education is free. What about cost of living? In the capital or province? Money is really an issue, I am not anything near wealthy. Maybe even poor by some standards.
And are there good universities on Linguistics that also offer PhD programs on various subjects?
